Descriptions of Charts in Notice 22 – 0054 (Proposed Amendments Respecting the Codification of Certain UMIR Exemptions)

Chart entitled “UMIR Exemptions Granted by IIROC Staff”:

This chart shows the number of exemptions granted by IIROC staff that are related to (1) Trading during a Regulatory Halt, and (2) Trading During a Resale Restriction for each year during the period of 2016 to 2021, as follows:

  • In 2016, IIROC granted 1 exemption that was related to trading during a regulatory halt, and 127 exemptions related to trading during a resale restriction
  • In 2017, IIROC granted 1 exemption that was related to trading during a regulatory halt, and 129 exemptions related to trading during a resale restriction
  • In 2018, IIROC granted 1 exemption that was related to trading during a regulatory halt, and 152 exemptions related to trading during a resale restriction
  • In 2019, IIROC granted 2 exemptions that were related to trading during a regulatory halt, and 88 exemptions related to trading during a resale restriction
  • In 2020, IIROC granted 155 exemptions that were related to trading during a regulatory halt, and 123 exemptions related to trading during a resale restriction
  • In 2021, IIROC granted 784 exemptions that were related to trading during a regulatory halt, and 97 exemptions related to trading during a resale restriction.

Chart entitled “Types of UMIR Exemptions Granted in 2016 to 2021”:

This chart breaks down the total number of exemptions granted by IIROC staff during the period of 2016 to 2021, as follows:

  • In 2016, IIROC granted a total of 179 UMIR exemptions, of which:
    • 1 exemption was related to trading during a regulatory halt,
    • 127 exemptions were related to trading during a resale restriction and
    • 42 were other types of exemptions
  • In 2017, IIROC granted a total of 162 UMIR exemptions, of which:
    • 1 exemption was related to trading during a regulatory halt,
    • 129 exemptions were related to trading during a resale restriction and
    • 32 were other types of exemptions
  • In 2018, IIROC granted a total of 171 UMIR exemptions, of which:
    • 1 exemption was related to trading during a regulatory halt,
    • 152 exemptions were related to trading during a resale restriction and
    • 18 were other types of exemptions
  • In 2019, IIROC granted a total of 107 UMIR exemptions, of which:
    • 2 exemptions were related to trading during a regulatory halt,
    • 88 exemptions were related to trading during a resale restriction and
    • 17 were other types of exemptions
  • In 2020, IIROC granted a total of 296 UMIR exemptions, of which:
    • 155 exemptions were related to trading during a regulatory halt,
    • 123 exemptions were related to trading during a resale restriction and
    • 18 were other types of exemptions
  • In 2021, IIROC granted a total of 918 UMIR exemptions, of which:
    • 784 exemptions were related to trading during a regulatory halt,
    • 97 exemptions were related to trading during a resale restriction and
    • 37 were other types of exemptions.

Chart entitled “Dealer/IIROC Staff Estimated Costs”:

This chart sets out the estimated average costs incurred by Participant employees and IIROC staff in preparing and processing exemptions that are related to Trading during a Regulatory Halt or Statutory Resale Restriction for the period of 2016 to 2021:

  • In 2016, the estimated average costs were $4395.60.
  • In 2017, the estimated average costs were $4464.29.
  • In 2018, the estimated average costs were $5254.12.
  • In 2019, the estimated average costs were $3,090.66.
  • In 2020, the estimated average costs were $9546.70.
  • In 2021, the estimated average costs were $30,254.12.
